A nation is more than its borders.
Lebanon 3.0 explores a different foundation for collective life: people choosing to participate in shared rules and services, whether they live in Lebanon or in the diaspora.
The Decentralized, Borderless, Voluntary Nation is a proposal, not an existing legal status. Its ideas need scrutiny, public debate and useful tools before anyone can judge whether they work.

NEXUS is the governance platform being developed alongside the Lebanon 3.0 proposal. Its citizen-portal code includes early flows for digital identity, credentials and governance participation.
The portal is a prototype. This website does not claim that a public network, production service or deployed voting system is available.
