RESET PLAN / PROPOSED SEQUENCE / project proposal

Start with scrutiny. Earn the next step.

This is a research and development sequence for examining the Lebanon 3.0 proposal—not an operational plan to replace institutions, transfer authority, or deliver public services.

A proposal, not a mandate

No transition is underway. Any real-world pilot would require a defined purpose, voluntary participation, qualified partners, and appropriate legal, privacy, safety, and security review. Each stage can be revised or stopped.

01

Listen and define the problem

Publish the questions and sources

Gather perspectives from people in Lebanon and the diaspora, document disagreement, and set clear boundaries for what this proposal can and cannot address.

02

Specify governance and safeguards

Review legal, ethical, and security risks

Make participation, consent, accountability, privacy, accessibility, dispute resolution, and exit rights explicit enough for independent review.

03

Build and test narrow prototypes

Test with informed consent and clear limits

Use NEXUS to explore limited technical ideas. A prototype is not a public service, a working government, or evidence that a governance model is legitimate.

04

Evaluate, revise, or stop

Keep the decision to continue open

Publish what worked, what failed, who was affected, and what remains unknown. Continue only when evidence and safeguards justify the next step.
